Looks like a chocolate wrapped cake with chocolate curls and a chocolate piece in the shape of Texas (candy mold). The chocolate wrap would be chocolate melted and spread thin on (it looks like in this pic) parchment or celophane paper. Once cooled, it is wrapped and trimmed. The curls are made in the same form, just use a bench knife to scrape the cooled chocolate into curl shapes. The emblem is either paper, chocolate mold, or royal icing, painted with gold luster dust. Hi Terry! My first silly response was "First, you get a LOT of chocolate!"

Looks like Shawn has it figured out pretty close.
That really is a LOT of chocolate! Sure looks good!

I think Texas can be done with a cookie cutter in that shape. Place the cutter on a larger piece of aluminum foil. Wrap the left over foil around the bottom, so no chocolate can run out. Fill in the chocolate to the desire thinkniss and leave to dry.

I have a Candy Mold that looks just like the UT topper it looks like a square cake with thin shaved chocolate standing around it with lots of shavings (curls) on top I got the mold from a cake store in Plano Texas.
