I always attatch them to the sticks before baking, just make your cookies thick enough that when you stick the stick in it is completely encased in cookie....then I usually stick them in the freezer for about 10-15 min. before baking, I find that freezing them a little helps them to hold their shape better and it also helps the outside to bake up a little before the inside is REALLY soft, thus holding the stick in the center and keeping it from falling to the bottom and not being held in tightly. You can look in my photos, I have done several cookie bouquets....and hundreds of cookies on sticks for various things and I have never had any trouble with them not being secure on the sticks.
