Topsy Turvy Cake For 20?

I hope someone out there has an idea of how I can accomplish this. It just seems like too much cake for 20 people. Can I put cake on top of dummy cakes? It should be at least 2 tiers right?

Yes. I'd do a double layer 6" on top of a double layer 8". That when stacked straight is 20 servings.
