Powdered Egg Whites In Place Of Meringue Powder?

If you use powdered egg whites in your icing (BC) do you have/need to add cream of tar-tar in place of using meringue powder to help it crust? I see my local grocery store has the powdered egg whites and was thinking of using if I run out of meringue powder.
