I know that laws are different everywhere, but is there a "general" way things work?

I had a lady at a specialty shop in town tell me to have some cards made up and she would display them and send business my way. I make everything from my home.

I made up and ordered some cards, then got to thinking...wondering if it's legal to do that!

Also, she mentioned having me make cookies and cakes to to put in a case at the shop...can she just have anyone bring things in like to sell? I wanted to get opinions before I talked to her about it again.

I would not advertise unless you are legal. Of course it does depend on your area and how strict they are on those things.

Here in East Texas, you can't bake in home and sell. There is also a liability issue with both you and her if she is going to be selling your baked goods. Check through your local Health dept.

I'm from GA too. You cannot advertise in any way or sell your goods in a shop without a license. If the health inspector sees your cards they will come to your house to inspect and tell you to stop. I'm not sure if they fine you. Don't do it! You might call the health department/Dept of AG to see if you can have an in-home business. You can't here, but it might be different from county to county.
