ok, how about each layer being a different color and then a carebear on the layer also... example large layer say orange (since that is Birthday bears color and its her birthday) the second layer yellow (sunshine she's your lil sunshine) and the last layer pink (lovealot 2 hearts on belly color, because you love her alot!) then on the orange layer you would put the yellow and pink bear, on the yellow you put the pink bear, and the orange bear, and the last layer you put the orange bear, and the yellow....or something like that...the contrasting colors will look great...perhaps small rainbow positioned on each layer like in between the two bears per layer..... I will look to see if I can find a carebear cake and let you know!

Here's one, not a layer but you can take an idea from this and add it to the one I suggested or once you get ideas from here take ideas from each and go from there... the first one is not a real good pic but you can get the idea

Who about a sheet cake and doing a care bear seen in a transfer of somekind... A Glaze or buttercream or chocolate transfer?? There is tons of care bear coloring pages out there that you can do this with...

You can even do a stacked cake and do stand up chocolate transfers around the cake..

How about a stacked cake with carebears decorating it. You could use the little poseable figures from the store and make them hold little piping bags (made from fondant). One could also be putting the candle on top.

Or make a sheet cake iced blue with clouds and rainbows and decorate a mini stand up bear cake and place it on the cake.
