Sea Foam Effect Help

I am going to be making a 3-D submarine cake to sit atop of a sheetcake for my husbands goodbye party at his current command. My question is this, does anyone have an idea on how to make a realistic looking sea foam next to the sub in order to make it look like it is moving? It would need to look like the spray that you get off of a boat as you ride in it.

I would use a tiny round tip and let it go very curly to suggest the white foamy water. I guess you might could use whipped cream??

I assume the top of the base cake will be the ocean? Maybe stripe a bag with white frosting, your main ocean color and a darker blue coloring and then use a large star tip to 'pull up' the water. Maybe go back over that and hit it with some white on the edge of the water using small dots from a 2 tip.

Thanks for the suggesstions! I will experement and then see what looks best. If I can figure out how to do it I will upload the picture of the finished product on here.

here's a thought,
How about taking a pastry brush or toothbrush (new of course) dipping it into the whipped cream and flicking it to make little specks of foam n such.

That is an interesting idea. I have also thought of doing "bubble sugar" but thought that might look too much like ice, or be the wrong color. There is a cooked meringue technique I might try and see how it looks as well.

oooo you mean the one for "seafoam candy" yeah it's like divinity except you use brown sugar instead of the white.

actually I saw it on sugar rush, it is where you boil sugar and water to the hard crack stage and then throw a dollop of meringue in there, stir it up until it foams, then I am guessing it that you quickly set it out in whatever basic shape you want.
