Just made some sugar cookies, flooded with colored royal icing, then tried to use the betty crocker icing out of a can with the four tips. I suppose this type of icing is more for cake decorating? Am I right to assume everyone floods their cookies, dries, then pipes decorations with same icing, just different colors? I have been trying for weeks now, and want to make a bouquet for next week.

I usually decorate mine with royal icing. It depends on what type of look you are going for. The store bought icing won't dry hard, if that is what you are trying to achieve.
