Thanks to everyone, I started with a 14"square 3 layer cake. Then hollowed out the insides just to the bottom layer. Iced it in B.C. Put strips of white fondant around. I cut pieces of green styrofoam for the parking decks and covered them with white fondant and painted the black stripes. On each side, I took a 1/4 board and cut it to the size of the side plus the overhang. I covered it in fondant and bent it over the cake. There are 2 dowels holding each overhang up. Buttercream and sprinkles topped it.

8O 8O !! I am having so much fun looking at all of your cakes, and this one's another eyepopper for sure. Your engineering skills are beyond belief, and how can you decorate a cake like this so perfectly?! :)
