It's actually pastillage (sugar that feels ceramic). I have a dowell running through it to the top tier.

I love unique cakes! This is so cool! The "tablecloth" effect with the ruffles and the eyelet trim is fantastic!

thank you! Each of the tablecloths had to be rolled, trim cut, airbrush stenciled, then gathered. The eyelet I cut with a pattern of holes, then had to outline each one in royal.
