Fondant covered with fondant accents. Hello Kitty, the strip with Happy Birthday, and the bow are gumpaste. The 9 is fondant with tylose added. The 3 hearts on sticks are candy melts. You can't really see it in the picture, but the bow, 9, and all of the hearts are dusted with pearl dust.
