I saw this icing technique on a cake recently but I didnt save the picture so I have had to go by memory and guess the technique. I did it by piping oval balls of buttercream in a line one on top of the other and using a palette knife and a sweeping motion to get the effect above. I did one line at a time to get the over lap look.
