Karen, yes i put them on as I pipe them, when i learnt to make roses, the Wilton plastic scissors didnt exist so we were taught to freeze them and then you can handle them and put them on, the problem with that is that you can't get them close together like this as they're frozen and you end up with a few gaps. Still freezing can be useful at times.
