Non-toxic pastel chalks are used for painting. You can find them at your craft store. Make sure they are the non-toxic ones. Then you grate them on a tea strainer and voila! Petal dust! I just put on a little pot of water to boil and as it boils I pass the flowers through the steam for about ten seconds and then hang them to dry. It sets the color and leaves a little shine. Just make sure the flowers dry before you handle them again - about an hour to be safe.
