I made 35 of these for a friend's baby shower. Vanilla sugar cookie with royal icing. I put waxed paper on top of the shower invitation and traced the teddy bear with royal icing and later transferred it to the cookie after it hardened. Hand-made tags I made to match the baby's room decor.
