This idea came from a cake decorating book but I changed the look a little bit. The bottom tier is a 9 inch cake and the top is a 3 inch. I covered the cakes in fondant. I made the bears, balloon's, flower's and buggy out of fondant. I also used melted chocolate to stick the bears on to the cake so they would be secured. This was a really fun cake.
