I created these for a seashore themed gift basket for little children...I hear they brought lots of smiles to their faces as they chomped on them!

Hi coco...I flood the cookies with royal icing. I've found that if consistency of the icing is the key. I add only enough water to get it thick...like, say, softly whipped cream. This way, I don't have to outline the cookies as the icing stays on top and doesn't spill over on the sides. Working from the outside in, I flood the cookies and then use a wooden skewer to fill in the gaps. I also then lay the finished cookie down and "shake" in a circular motion (another trick). Oops, ran out of space. When you quickly shake the cookie, it distributes the icing so that you get a smooth, even surface on your cookie. I let it dry and then pipe details if needed with stiffer royal icing. The whales didn't need that, however; they were done all at once with difference colors of royal icing. Hope this helps!
