Thanks again everyone... Yes it is just royal icing. I piped the borders and body with stiff royal icing, then added water to them with whatever icing was left over to make it thin. Put the thin stuff into squeeze bottles and voila! Flood the surface with your base color then once it is filled in pick up a different color and add little drops. The drops just somewhat magically come out as nice circles :)

the dots are so funky~ my favorite is the one smack dab in the middle. between these and the stars, you're tempting me to try cookies more often.
