I bet it was striped with the colors and then swept over with a small spatula.  That would give you that marbled look (with practice of course... LOL).  I bet that bottom layer is just the flood outline and not a full alyer...

Yes... it will be less than you'd think.  I did a 6-9-12 recently and it took 1.5 bottles of sanding sugar.  You should be fine with 2-3 bottles for extra insurance.  :)
I agree with the rest.  I bet not having the kitchen done yet is a bit of a cramp on your style.  I would be weary of hiring someone without a kitchen, even if it's almost there.  Keep your head up and things will...

You can get razor sharp edges this way too... which is nice for fondant.
They would all be the same BC...   You are using SMBC, so get it on smooth enough... chill it so it is solid... then use a bench scraper like Annie suggested and scrape off until nice and smooth and straight.  Make sure...
I do what Dayti does.  I don't use a full sized scoop, but a 2 oz portion scoop, and it works great.  I like to chill them before putting the cap of fondant on, and since I use IMBC I don't have to spritz them with anything...
