It looks like they made a vintage prize ribbon out of gumpaste and sugarveil lace, very pretty by the way.

AMaybe some stacked popsicle sticks fanned out in a circle and glued to a round circle of cardstock. Place a large circle of gumpaste over it and smooth it down into the low spots, slightly pinching the corners to give it a more pleated look?
