Attaching Smal Toy Figurines (Disney Frozen) To An Iced (Not Fondant Covered) Cake That Has To Travel - Help!

Hi,
I'm making a two tiered ICED cake on which the various FROZEN characters will rest on the cake board, 1st tier (9") and top of 2nd tier (6"). I have to drive about 15 minutes and would rather have the characters on the cake before I get there if you think that's feasible.
I know if it cake was covered in fondant I could use tylose and piping gel or a bit of water and it would turn into glue. I;m concerned about doing that on frosting.

My suggestion is probably not much help, but you could always put the figures on when you arrive, but before you take the cake out of the car. That way you only have to worry about walking with the figures on the cake instead of driving with them.
could you attach lollipop sticks or toothpicks to the characters with royal icing and then stick them into the cake?
