I really don't know, but guessing there is a wooden board under the sheet cake, and then a fitting of some sort screwed into it. Then a piece for the broom handle attached to that. Fondant/gumpaste witch is then balanced/glued to the broom handle, possibly with a wire "skeleton". Because of the offset weight of the figure, it would have to be something rigid and secure.
I'd love to see what those with more experience think.

I believe there is a sheet cake under the figure, even though the class description doesn't mention it. There is some sort of field of stars under the witch.

The witch is sitting on a cake. If you look at the end of the broom you will see the corner of the cake. The table is dark also so it is harder to see the cake.
Your cake board should be wood or something thick and strong enough to attach the support for the witch. I would make the support out of thin metal/pipe strong enough to hold the weight of the witch. Attach a piece tall enough to stick out of the cake about 1/2" with a wall flange or something similar. To this piece you need to screw on an elbow joint at about a 45° degree angle. To the angle screw on another piece of metal that is long enough for the broom stick. The link below is what the pieces would look like. I would go to the local hardware store and tell that you want. These pieces are to big around for the broom stick so find something thinner, but strong enough. I would cover the board with fondant or something else to make it food safe and look nice. The elbow above the cake would be covered by the broom straws.
