I use some piping gel between the layers. I dries in about 24 hrs and is quite sturdy.

I use bamboo skewers, the kind you use for barbecuing shrimp. pcs. of meat/veggies together, easy and inexpensive, 2 dollars for a bunch

I used piping gel in between my layers when I entered a 3-tiered for a fair this past July and it worked great.
