Someone was discussing this a few days ago. From what I remember it is extremely thin fondant.
i would also suggest using half fondant half modeling chocolate or at least 1/3 modeling chocolate mixed together you can roll it very very thin and it don't dry out like fondant does alone.
Yes, like stormrider's link, but extremely thin fondant...much thiner than that. Someone told me once that fondant that has been mixed with candy clay 50/50 can be rolled really thin. Haven't tried it yet.
Mix fondant 1:1 with gumpaste and roll out very thin. Cut strips and cover with film to prevent drying.
Work one strip at a time and frill one side with a cocktail stick on a hard surface.
Then starting at the top, stick on the ruffles.
