does anyone know of a how to tutorial to do a ruffly fondant ballerina dress?

I don't know if this is for laying on a cake (2-D) or a figure of some sort or a carved cake but I've done a few different things that might come close and I hope it will help.

If you want really thin little layers you could do what I did for this dress cake. I rolled out my fondant pretty thin, and then cut it into appropriate sized strips for my project. I then took my ball tool and just went along the outer edge of one side of my strip (I put it on my one inch thick foam pad like I would do to make petals for flowers). Depending on what you're doing, you might be able to do thinner layers and create more of them to get that tutu look.
I just kept working it thinner and it began to ruffle. Then when I attached it, I propped it up with some napkins so it would dry the shape I wanted it to.
Now if you're doing something a little simpler, you could do something like this...

One other thing to consider (say if it's little like a doll cake) you could use your rose tip and make the ruffles with royal icing. I did that on my dress cake where you see white ruffles. FYI
I'm not sure quite what you were looking for, but I did a 3D ballerina tutu http://cakecentral.com/modules.php?name=gallery&file=displayimage&pid=1550266 I used fondant with some tylose mixed in and rolled thin. Cut big circles and cut out the middle (size of cake it's going around) made a slit to make easier to put around the cake. I then bunched up cling wrap put the bunch under the skirt every so often to make it "ruffle" I then let it set about 15 mins and did the next layer the same way.

I have the book this cake came from and it is done the same way kello described. The only difference is that Debbie Brown used a Garrett cutter. It has a wavy edge that you thin out with a stick then wrap around the cake and just keep building up layer after layer. HTH
Looks like how you make a carnation. Just cut circles and roll edges with a stick or skewer and layer. You can find tutorials on youtube for carnations. Very easy.
there is a lady on u-tube that does ruffles, and she separates them with tooth picks, and at on time there was a large cake in fondant, that was beautiful, all the ruffles cascaded down the cake.
