I was asked if I could do a Tinker Bell cake and I explained to the potential customer about Licensed products my limitations in that area.

I could only find 1 Tinker Bell topper and it was over $9. If I were to make one out of gumpaste, would that violate the Licensed product law?

Yes, you cannot make anything that's licensed/copyrighted.

I realize I can't make an exact duplicate, but what if I change the wings and the dress. And I'm sure the facial expression won't be the same.

If it is still recongnizable as the character then it is still against the copyright/licensing law.

Did you check out the toy department at wal-mart, target, etc?
